The new Global Findex Database 2025: Connectivity and Financial Inclusion in the Digital Economy offers the most comprehensive picture yet of how digital technologies are reshaping financial inclusion worldwide. Based on surveys of 145,000 adults across 141 economies, the report sheds light on access to and use of financial services, mobile phones, and the internet. 

 

The data reveal important progress: 79 percent of adults globally now own a financial account, up from 74 percent in 2021. Mobile phones¡ªowned by 86 percent of adults worldwide¡ªare driving this change, expanding access to saving, payments, and borrowing, especially in low- and middle-income countries. The report also underscores persistent challenges, from gaps in access for women and poorer households to risks around digital safety and financial resilience. 

 

Join us for this Policy Research Talk, where Leora Klapper, Founder of the Findex project and lead co-author of the report, will present the findings and discuss their implications for policymakers, researchers, and practitioners working to advance inclusive digital finance.

Leora Klapper?is a Lead Economist in the Development Research Group at the World Bank. She is a founder of the?Global Findex?database, co-editor of the World Bank Economic Review, and was Director of the 2022 World Development Report?Finance for an Equitable Recovery. She has??widely in refereed journals on corporate and household finance, fintech, banking, and entrepreneurship. Her current research studies the impact of digital financial service adoption by households and firms. Previously, she worked at the Board of Governors of the Federal Reserve System and Salomon Smith Barney. She holds a Ph.D. in Financial Economics from New York University Stern School of Business.

Sophie is the CEO of , an international partnership housed in the World Bank Group, dedicated to promoting inclusive financial ecosystems for all. With over twenty years of experience in the World Bank, Sophie has held various positions including as Director of Strategy and Operations in the Independent Evaluation Group,?and as country director for Latin America and the Caribbean. She also worked in South Asia, and the Europe and Central Asia regions; the Corporate Secretariat; and the Operations, Policy and Country Services Vice Presidency. Before joining the World Bank, Sophie also worked in investment banking at JP Morgan and as an infrastructure economist for Halcrow Fox and Associates. She holds a Masters in Economics from the London School of Economics (LSE).?

Michel Rogy Discussant

Regional Practice Director, Digital Development, Africa and the Middle East

Michel Rogy is the World Bank¡¯s Regional Practice Director for Digital covering the Middle East, North Africa, Afghanistan and Pakistan (MENAAP), Eastern and Southern Africa (AFE), Western and Central Africa (AFW) regions.? Michel, a French national, joined the Bank in 2013 as a Senior ICT Policy Specialist. He has held various positions in the Bank, Program Leader for Sustainable Development and Infrastructure based in Bamako, Mali, and Practice Manager, Digital Development for Africa and the Middle East. His most recent assignment has been Practice Manager, Digital Development for ECA region.

Before joining the Bank in 2011, Michel Rogy was partner with Paris-based TERA Consultants, an international economic consulting firm, where he advised the European Commission?and regulatory authorities and operators across Europe, the Middle East and Africa on policy, strategic and regulatory issues in the ICT/telecommunications sector. Michel also worked for Neuf Telecom, a leading new French telecommunications operator, first as director of interconnection and carrier services and head of regulatory affairs, and later as director of the business customers unit. Michel holds a PhD in economics from Telecom ParisTech and a master¡¯s degree in telecommunications from Telecom Bretagne.??

The monthly Policy Research Talks showcase the latest findings of the World Bank¡¯s research department, challenge and contribute to the institution¡¯s intellectual climate, and re-examine conventional wisdom in current development theories and practice.

 

These talks facilitate a dialogue between researchers and operational staff and inform World Bank operations both globally and within partner countries.
