Naoya Jinda has served the World Bank Group Executive Director for Japan since July 2025. Mr. Jinda brings nearly 30 years of distinguished experience in policy making on international finance, development finance/aid policy and international tax through his service at Japan¡¯s Ministry of Finance (MOF) and the Asian Development Bank (ADB).
Prior to joining the Bank, he held several director-level positions in the International Bureau of MOF. He advanced global health and quality infrastructure initiatives in collaboration with the Bank and tackled debt challenges faced by developing countries with both Paris Club (PC) and non-PC members. He also played a key role in advancing the ASEAN+3 Finance Process as a co-chair of its taskforce and enhancing disaster risk financing initiative. In addition, he oversaw Japan¡¯s anti-money laundering policies including the FATF's Fourth Round of Mutual Evaluations.
From 2017 to 2020, at MOF¡¯s Tax Bureau, he led tax treaty negotiations with both developed and developing countries. He contributed to the OECD's Base Erosion and Profit Shifting (BEPS) project as well as on reforms to the international tax system in response to the digitalization of the economy.?
From 2014 to 2017, he served as Chief Advisor to the President of the ADB, supporting efforts to strengthen the institution¡¯s capacity and scale up its operations to address the region¡¯s pressing challenges.?
He holds a Bachelor of Laws from the University of Tokyo, and a Master of Public Policy from the Kennedy School of Government at Harvard University.
