To support the Government of Guinea; the World Bank is seeking a firm to carry out data collection for the Global Education Policy Dashboard (GEPD); an initiative to measure the quality of education service delivery; policies; and system capacity. The firm will be responsible for implementing a nationally-representative survey across approximately 200 public and private primary and lower secondary schools; and conducting 200 interviews with education officials across central; regional; and prefectural levels. The results will inform education policy reforms in Guinea and feed into global comparative learning metrics developed by the World Bank.Data collection will consist of: (i) a School Survey covering eight modules; including school and teacher assessments; classroom observations; and student testing; and (ii) a Survey of Public Officials that captures bureaucratic capacity and institutional constraints. All classroom observations will be video-recorded and scored using the TEACH protocol. Data will be collected using the World Bank¡¯s Survey Solutions platform and must be cleaned; quality-checked; and submitted in a structured; interoperable format. The selected firm will also be responsible for recruiting and training field teams; managing logistics and field protocols; and preparing a detailed final implementation report.The firm will work in close coordination with the World Bank and the Ministry of Pre-University Education and Literacy (MEPU-A). Preparation for the assignment is expected to begin in late 2025; with data collection starting in early 2026 and the majority of fieldwork completed before the end of February 2026.
