The objective of this assignment is to provide Technical Assistance (TA) and Capacity Enhancement to Central Government Ministries; cities and municipalities in Uganda to Improve Solid Waste Management Services using Results-Based Financing (RBF) approach. The TA will specifically: (i) assess and recommend ways to enhance institutional coordination and management of solid waste among the Central Government Ministries to effectively deliver improved services using Results-Based Approaches; (ii) review the GKMA SWM Strategy and a sample of the cities and municipalities strategies to ensure alignment to the new legal and institutional frameworks; (iii) develop a national SWM Strategy; (iv) develop performance-based incentive structure for solid waste management in cities and municipalities to be included in the subsequent programs; (v) assess opportunities for technology adoption in the primary and secondary waste collections; (vi) update the solid waste management guidelines; and (vii) prepare Training Manual and modules to be used to strengthen the capacity of city and municipal officials to implement sustainable; resilient and integrated SWM using a result-based approach.
