This WBG project aims to explore the feasibility of establishing the Bangladesh Mortgage Refinance Company (BMRC). The feasibility study aims to assess the viability of the BMRC namely through:1.Review of the preconditions for housing finance.2.Research on successful MRC models and best practices.3.Evaluation of the existing and potential housing finance market size (based on population segments) and the estimated financing gap in Bangladesh.4.Assessment of the legal; regulatory and tax framework; which will enable the establishment and operations of BMRC.5.Identification of the operational model of BMRC.6.Identification of the funding model; including debt capital market instruments; which will support the operations of BMRC.7.Identification of potential (equity) investors in the BMRC; including the Government of Bangladesh (GoB); banks; NBFIs and MFIs; IFC; and other DFIs; pension and insurance funds; and their propensity and prerequisites for investing in the proposed BMRC.8.Financial model and viability of BMRC.9.Risk factors for BMRC. The feasibility study is expected to serve as a comprehensive guiding document for developing the detailed business and implementation plan for BMRC. This plan will encompass the institutional; governance; lending; and funding frameworks necessary for establishing the BMRC. Additionally; the feasibility study will facilitate pitching the proposed BMRC venture to potential investors and strategic partners; thereby attracting the necessary support and resources for its successful implementation.
