The Shivpuri Solar Park; proposed as a 1000 MW solar-plus-storage project by Rewa Ultra Mega Solar Limited (RUMSL); will be developed on government land in Shivpuri District; Madhya Pradesh. The park will consist of multiple units combining solar panels with co-located battery energy storage systems (BESS); which may also be set up at a site arranged by the developer anywhere in India. Power from the project will be procured by Madhya Pradesh Power Management Company Limited (MPPMCL); which has expressed its preference for assured evening peak power supply (4 hours) during the six months from October to March. For the remaining months; a tie-up with Uttar Pradesh Power Corporation Limited (UPPCL) is planned. If an agreement with UPPCL is not finalized; RUMSL will explore alternatives; including partnerships with other state DISCOMs to meet complementary demand or full offtake by MPPMCL. IFC will be engaged by RUMSL to develop the 1000 MW solar-plus-storage project under the Public Private Partnership (PPP) model. IFC¡¯s scope of work will include technical; legal; commercial; and regulatory due diligence; advising on a bankable transaction structure; and managing the bid process. In this context; IFC is seeking the services of a specialized team of Commercial Consultants to assist with the regulatory and commercial structuring and due diligence of a 1000 MW solar power project integrated with a Battery Energy Storage System (BESS). The scope of work includes evaluating potential power off-take options; calculating solar park charges; assessing power dispatch strategies to potential power procurers; and providing commercial inputs to secure project approvals. Additionally; the consultants will address regulatory and commercial considerations specific to the BESS component; including its integration with solar generation; impact on grid stability; and overall commercial viability.
