The Government of Ethiopia (GoE) has recognized the importance of economic integration of refugees and has made an ambitious commitment towards a more comprehensive response. As part of its pursuit of the Comprehensive Refugee Response Framework (CRRF); GoE issued the Directive No. 1019/2024 which established a legal framework for refugees to access work with three pathways towards out-of-camp employment: wage employment; self-employment and joint programs. To promote economic inclusion and realize refugees¡¯ right to work; the World Bank is supporting GoE counterparts through a programme aimed at implementing these three key pathways towards out-of-camp employment. ľ¹ÏÓ°Ôº is currently conducting a comprehensive skills survey in a subset of Ethiopian refugee camps in the Benishangul-Gumuz (three camps) and Somali (one camp) regions. At the end of the survey and in close collaboration with its local counterparts; the World Bank will run a randomised experiment; in which refugees; through a public lottery; will be randomly assigned to either treatment or control group; where participants in the former group will receive a comprehensive support package for obtaining work permits and businesses licenses; whereas participants in the control group will not receive any support.As part of this programme of support; the World Bank will implement high-frequency monthly surveys (hereinafter ¡°check-ins¡±) with refugees who were part of the treatment group. The check-ins will allow the World Bank and other stakeholders to track standard socio-economic characteristics related to the employment and identify any obstacles that refugees might face. The check-ins will be conducted through phone interviews and are expected to take 15 minutes to complete. ľ¹ÏÓ°Ôº will provide the list of refugees to be interviewed; and their contact details and the firm will be expected to carry out twelve (12) check-ins (once per month) with each refugee. It is expected that some interviews might be required to take place in person due to difficulties in reaching the respondents by phone.As part of data collection activities; the selected firm will be expected to implement rigorous data quality checks; such as high frequency checks and back-checks. The chosen firm should have the technical capacity to implement these checks and to provide close-to real time feedback to the World Bank team on the results of these data quality checks. Data collection must utilise Computer-Assisted Personal Interview (CAPI) methods; specifically the Kobo software. The expected sample size for the check-ins will be roughly 4;000 individuals. This will involve surveying approximately 1;000 individuals per camp although the exact sampling strategy will be detailed in the RFP.The data collection will be complemented by * Development of an automated system that will allow RRS and other institutions to manage and monitor the status of the issuance of work permits and business licenses to refugees* Development of a dashboard summarizing key information about refugees; allowing RRS to provide refugees with more efficient support and protection
