The primary objective of the study is to assess the current financial inclusion status; barriers; and opportunities for PSNP livelihood beneficiaries. The study will cover enhanced livelihoods support (ELS) credit and grant track woredas; including those involved in impact evaluation and scale-up woredas across PSNP regions. The findings will support the development of evidence-based; inclusive financial service strategies for future PSNP implementation. Specific objectives include: * Analyze the institutional; regulatory; and policy environment affecting access and uptake of financial services in PSNP areas. * Identifying the key barriers preventing PSNP clients; especially smallholder farmers; from accessing financial services and products. * Assessing the availability and accessibility of Financial Service Providers (FSPs) and their loan products to meet the diverse needs of PSNP beneficiaries. * Analyzing how the formal financial markets operate in highland and lowland PSNP woredas. * Assessing; for highland and lowland woredas; how the alternate / informal financial markets (Ekub; Edir; Arata-abedari; group saving; borrowing from relatives of SACCOs) operate and identify what comparative advantage they have. * Understanding the use and perception of PSNP clients about formal and informal FSPs.* Highlight success factors and opportunities that can inform the next phase of PSNP and align with national financial inclusion goals.
