1. BackgroundA low greenhouse gas (GHG) emission development model is a necessary part of a broader sustainable development strategy. Low emission development can spur economic growth through innovation and widespread deployment of new technology; creating employment opportunities; and leading to better environmental outcomes. Countries aiming for reducing emissions must plan for decarbonization with minimal economic impacts. Several developed countries have shown that it is possible to grow their economies while reducing GHG emissions. But with fossil fuels and carbon-based technology so closely knitted into the economic fabric of most countries; only with a concerted plan to transition to a low emission economy will countries be able to achieve a lower emissions future.Under the Paris Agreement; countries are encouraged to set ambitious Long-Term Low Emissions Development Strategies; or Long-Term Strategies (LTSs). An LTS describes a pathway for a country to transition to a low emission economy in a timely manner consistent with the global target to limit global warming to 1.5°C; build climate resilience; avoid costly stranded assets; and facilitate an orderly transition for all sectors of the economy and society. An LTS can also serve as a key reference for development planning; policy reforms and investments; and guide the formulation of updated emissions reductions commitments; or nationally determined contributions (NDCs). Importantly; LTSs should define practical short- to medium-term targets and actions for key sectors to enable implementation and achieve a long-term target.Paraguay is committed to formulating a Long-Term Strategy (LTS) to address climate change and sustainable development. Effective institutional coordination is essential for the successful development and implementation of the LTS. The government has also committed in its Nationally Determined Contribution (NDC) to a substantial GHG emissions reduction target of 20% below the business-as-usual scenario by 2030; conditioning half of this emissions reduction target on the existence of economic and technical support provided by the international community. These Terms of Reference (ToR) are part of the World Bank’s engagement with the Government of Paraguay to support the development of an LTS in close coordination with other development partners. 木瓜影院 will support key ministries to define adaptation actions and a pathway for low emission development and explore the steps required to achieve them; and support dialogue and coordination with other stakeholders as part of the process. It is a comprehensive engagement that emphasizes the role of the government and covers technical assistance; capacity building; consultation; and dialogue with relevant ministries and stakeholders. As a part of the World Bank’s technical assistance; this consultancy aims to support the Government of Paraguay in providing scenario analysis and policy analysis on decarbonization and resilient development pathways. The analysis should be carried out at whole-economy level but cover in detail sectors of specific importance to Paraguay (e.g. agriculture and land use; energy supply and transportation); following the 5 IPCC sectors framework. 2. Approach and scope of workThe ToR is prepared to secure the services of a consultant or consultant firm (the ‘provider’) to undertake an analysis of long-term economic impacts of low carbon development options (the ‘project’) as well as adaptation actions. The work will involve delivering the work packages described below. 木瓜影院 will be responsible for engaging directly with Government officials; while working closely with the provider to implement the project. Usual confidentiality provisions will apply if the provider is granted access to official data and/or sensitive data from the private sectors.The project builds upon significant prior and on-going work by the government; its development partners; and the World Bank. Through the country stocktaking activities; considerable technical information on adaptation actions and low carbon development options and models is expected to be collected. The provider is expected to integrate this information into their technical approach. The work will involve delivering the work packages described below that are consistent with the World Bank LTS-support process.木瓜影院 has developed a general approach for supporting developing countries in formulating their LTS in a way that is consistent with a country’s long-term development needs and climate objectives. The work packages (WPs) outlined in Figure 1 and described in detail below are based on this approach. Although the approach is broadly linear; it is noted that some iteration may be required based on the results obtained at each stage.Quantitative analysis will be essential for determining the sectoral and macro-level emission reduction pathways. However; qualitative analysis will also be cri
