Tamil Nadu Transmission Corporation Limited (TANTRANSCO); the state-owned transmission utility of Tamil Nadu; intends to monetize its existing transmission assets to recycle capital and attract private sector participation. IFC will support TANTRANSCO in designing a bankable PPP framework for monetizing selected transmission assets under the Acquire; Operate; Maintain; and Transfer (AOMT) model as per the Ministry of Power; Government of India¡¯s 2022 guidelines on transmission asset monetization; with necessary deviations to address implementation challenges; broaden bidder participation; and optimize pricing outcomes. The assets identified for monetization under this Project include:1.765 kV Ariyalur Substation (SS)2.765 kV transmission line from Ariyalur to Thiruvalam SS; spanning 173.56 kilometers3.400 kV transmission line from Ariyalur to Pugalur SS; covering 3.58 kilometers4.400 kV transmission line from Ariyalur to Kalivanthapattu SS; covering 3.64 kilometers In this context; IFC is seeking a specialized Technical Consultant to support the technical due diligence and related commercial assessments of the project. The scope includes feasibility assessment and economic analysis under AOMT PPP model including assessment of capex and opex for identified project to be expended by private sector in undertaking asset operation and maintenance; conducting site surveys for any augmentation required; technical assessment of existing project land as well as any additional land required; identification and mitigation of  any right-of-way (ROW) issues; conducting detailed assets assessment from structural and electrical standpoint to identify any asset related issues; record baseline conditions; projected life; capacity limitations; asset impairment; identification of maintenance needs and operational costs; review of substation configuration considering power demand; redundancy; and scalability and interconnection infrastructure; conducting review of existing or new/supplemental load flow studies; dispatch assessment; determination of capacity utilization; and related transmission losses. The Technical consultant shall also undertake due diligence to provide conclusive and detailed analysis on environmental and social (land related) risk and impacts for preparation of ESMP; etc. climate change risks and impact mitigations (climate resilience; GHG emissions and reductions assessment; decarbonization as applicable) and any gender supportive inclusions (for e.g. defining gender based occupational health and safety standards). The Technical Consultant shall assist IFC in identification of technical requirements for bidding including but not limited to preparation of technical specifications; technical schedules; key performance indicators; project monitoring mechanisms as required to be included in transaction/ bid documents and provide continued assistance during the bid process lifecycle.
