The objective of this consultancy is to implement an impact evaluation of a hybrid teacher training pilot for Early Childhood Education (ECE) teachers in Fiji. The pilot will be evaluated through a cluster randomized control trial to be conducted during the 2026 school year. The selected firm will support the design of assessment tools; implement baseline and endline surveys in the field; and analyze data; under the technical guidance of principal investigators to be recruited separately by the World Bank. The outcomes of the pilot are expected to support the design of future World Bank operations in Fiji and the broader Pacific region. The pilot is financed under the Advisory Support for the Pacific Island Region in Education (ASPIRE) program of the World Bank; with funding support from Australia through the Department of Foreign Affairs and Trade (DFAT). A separate firm will be hired to develop the pilot training curriculum and content and support high-quality delivery of hybrid (online and in-person) teacher training and coaching; under selection 0002015315 "Content and Digital Delivery Consultancy: Hybrid ECE Teacher Training Pilot in Fiji." The main duties of the contracted firm will be to:? Provide design support for the assessment tools. The suite of tools will likely include; in whole or in part; the Teach ECE classroom observation tool developed by the World Bank and the early Human Capabilities Index (eHCI) as adapted to the Fijian context.? Within each cluster; randomly assign sampled ECE centers into controlled and experiment groups.? Establish a core supervision team.? Translate the questionnaires into local language.  ? Pilot test the survey instruments in conjunction with the Bank technical staff.? Develop the programming for data collection (i.e. prepare tablets for the data collection).? Submit an operational plan.? Establish the field teams.? Train the field teams.? Obtain permits from the Ministry of Education  and other relevant government offices at the country; district and village level.? Field the assessments and surveys.? Provide a clean data set.? Provide a descriptive report summarizing the fieldwork.? Analyze assessment data and provide preliminary findings.? Conduct 4 focus group dialogues with ECE teachers who received training to confirm the main findings.? Conduct 4 focus group dialogues with parent/community members to collect community reflections.The pilot will be guided by the following principles:*Locally Driven Intervention: Designed around Fijian needs and context; led by local stakeholders while integrating international research and best practices. *Pacific Engagement Methodologies: Emphasizing culturally relevant approaches; such as Talanoa methods; to ensure meaningful engagement and authenticity. *Capacity Building: Strengthening the skills of local and regional organizations in intervention design and program delivery by involving local and regional experts. *Rigorous Research: Applying scientifically sound quantitative and qualitative methods to measure program impact. *National Representation: Ensuring a diverse; nationally representative sample by including schools from all of Fiji¡¯s divisions; key preschool providers (government; church; community); and remote islands. *Regional Scalability: Generating lessons and evidence applicable to other Pacific Island countries; particularly for improving access in remote areas.
