Technical Deep Dive on Public-Private Partnerships for Affordable Housing

TDLC Affordable Housing TDD

ľ¹ÏÓ°Ôº Tokyo Development Learning Center (TDLC) is organizing a Technical Deep Dive (TDD) on Public-Private Partnerships for Affordable Housing. This event will take place in Tokyo and Yokohama from September 15 to 19, 2025. It is organized in collaboration with the World Bank Finance, Competitiveness, and Innovation Global Practice (FCI) and the International Finance Corporation (IFC). Delegations from 10 countries, consisting of approximately 45 representatives from the public and private sectors of World Bank client countries will participate in this TDD.

Housing is a major contributor to economic growth and job creation, accounting for 14¨C18 percent of GDP and 7¨C10 percent of jobs in many emerging markets. Access to adequate and affordable housing contributes to improved health and education outcomes, generates disposable income, and promotes financial sector deepening through housing finance. However, rapid urbanization and population growth have already left 1.6 billion people worldwide without adequate housing, and this figure is projected to reach 3 billion by 2030.

The TDD will focus on how the public and private sectors can collaborate to achieve efficient and equitable housing delivery. Participants will discuss topics such as housing market fundamentals, the role of the public sector, expanding housing finance, and mobilizing private sector participation, while exploring practical approaches tailored to their respective country contexts.
