SUPPORTING THE PHILIPPINES FOR THE CARBON PRICING DEVELOPMENT (PHASE 2- ACTIVITY 3: ASSESSMENT OF MRV SYSTEMS AND REGISTRY ARRANGEMENTS)Since 2019; the World Bank has supported the Government of the Philippines in developing carbon pricing instruments (CPIs) through successive technical assistance programs. Building on this work and under the PHRD-funded program; the Department of Finance (DOF) and an interagency Technical Working Group (TWG) are advancing the design of a Voluntary Cap-and-Trade (V-CAT) mechanism; with a pathway toward a future Mandatory Emissions Trading Scheme (M-ETS).Phase 2 of this program (July¨CDecember 2025) focuses on detailed design; including legal and institutional arrangements; implementation roadmaps; and monitoring; reporting; and verification (MRV) and registry systems. This TOR relates to Activity 3; which aims to assess MRV systems and national crediting registry requirements for the V-CAT and their evolution into the M-ETS. The consultant will review existing and proposed MRV and registry arrangements; develop proposals for suitable mechanisms and institutional responsibilities; and provide high-level specifications for a national registry. Outputs will inform the Government¡¯s preparation for domestic carbon markets and engagement in international mechanisms under Article 6 of the Paris Agreement.
