The Government of Kenya¡¯s Financing Locally-Led Climate Action (FLLoCA) program works to empower local communities and institutions to implement climate resilience projects by providing them with direct access to climate finance and decision-making power. FLLoCA strengthens county-level institutions; supports community-led initiatives like flood protection and land restoration; increases access to green technologies; and fosters greater transparency and accountability in climate action across Kenya. FLLoCA deepens community participation and citizen engagement below the county level to reach wards and villages. Persons with disabilities are disproportionately affected by the impacts of climate change yet they are often overlooked in climate decision-making. As a result; their needs are marginalized in climate investments; while their vulnerability to climate risks is often exacerbated by other social exclusion factors. Kenya¡¯s national legal framework on climate change mitigation and adaptation aims to reduce vulnerability to climate change and increase resilience for vulnerable groups; including persons with disabilities. However; the frameworks; including the Environmental Management and Coordination Act 1999; the Climate Change Action Plan 2018¨C2022; and the Climate Change Act 2016; have no specific provisions for persons with disabilities. Climate action activities must employ participatory methodologies to address existential threats that affect persons with disabilities. ľ¹ÏÓ°Ôº is supporting FLLoCA to build stakeholder knowledge and capacity to design and implement disability-inclusive climate actions in communities. ľ¹ÏÓ°Ôº is hiring a firm to facilitate technical assistance and capacity building to accelerate the adoption of participatory disability-inclusive climate action plans
