The electricity sector plays a fundamental role in the country's economy; demanding a sustained commitment to maintaining and ensuring operational continuity under optimal technical and safety conditions. This requires the deployment of highly qualified and skilled personnel capable of enhancing operational efficiency and ensuring resilience in the face of unplanned or disruptive events. Achieving this goal relies on the systematic development of both technical and behavioral competencies through a comprehensive training framework; applicable to both newly onboard and existing personnel.The integration of Non-Conventional Renewable Energy Sources (NCRES) and Distributed Energy Resources (DER) as part of the ongoing energy transition has introduced new dynamic behaviors; increased variability; bidirectional power flows and other phenomena within the Colombian Interconnected System (SIN). Also; electrical power system resilience criteria required new competencies oriented to respond and recover quickly from disruptions and disruptions. These challenges have brought about significant changes to traditional grid operation; requiring advanced system modeling; real-time monitoring; and adaptive control strategies. As a result; it is essential to develop and maintain a technically specialized workforce capable of assimilating new grid codes; leveraging digital tools; and applying robust operational practices to ensure system reliability; stability; and resilience under increasingly complex operating conditions.A key factor in this capability is the implementation of structured training and competency management systems. These ensure that personnel involved in mission-critical processes maintain the technical and behavioral skills necessary to support secure; resilient; and reliable grid operations. Furthermore; continuous training supports effective change management in dynamic operational environments; aligning workforce capabilities with the integration of advanced technologies; evolving regulatory frameworks; and growing system complexity operational requirements. This approach not only strengthens knowledge retention and practical application but also drives talent development and organizational adaptability.In this context; XM recognizes that ensuring operational security requires a highly qualified and trained workforce; capable of managing the SIN with reliability; flexibility; and economic efficiency. The goal is to establish the organization as a regional benchmark for supervising and controlling high-renewable energy systems. New criteria applied are required due to resilience under NCRES; DERs and new technologies connected to the electrical power system. To meet this challenge; National Dispatch Center (CND; in Spanish) must be equipped of a specialized Operator Training Center. This center should be based on internationally recognized training models and incorporate best practices from the sector; robust theoretical frameworks; competency-based curricula; and validated qualification schemes aligned with the new challenges of power system operation and energy transition.
