The objective of this consultancy is to engage the services of a consulting firm to conduct institutional capacity assessments. The key deliverable will be a report to the GPE Secretariat on the findings of the assessment to enable the relevant GPE Board committee to accredit newly selected Grant Agents. GPE only transfers funds to accredited Grant Agents that firstly meet GPE¡¯s minimum fiduciary standards (refer to appendix 2 of the selection process for grant agents <https://www.globalpartnership.org/content/standard-selection-process-grant-agents> ); and secondly have signed a Financial Procedures Agreement (FPA) with the GPE Trustee which governs the administration of the funds. The GPE Secretariat arranges for the assessment and accreditation of eligible Grant Agents. The assessment process is the outcome of the GPE Board Decision approving (i) the Grant Agent Eligibility Expansion Plan; and (ii) the Guidelines for assessment of newly eligible Grant Agents [Refer to BOD/2013/11-09 <https://www.globalpartnership.org/content/meeting-board-directors-addis-ababa-ehiopia-18-19-november-2013-%E2%80%93-final-decisions>  and BOD/2013/11 DOC 06A <https://www.globalpartnership.org/content/report-financial-advisory-committee-part-1-recommendations-and-information-excluding-program> ]. It has subsequently been modified by (1)  the inclusion of safeguarding minimum standards [refer to BOD/2018/12-11 <https://www.globalpartnership.org/content/board-decisions-december-2018>  and BOD/2018/12 DOC 09 <https://www.globalpartnership.org/content/safeguarding-against-sexual-harassment-abuse-exploitation-and-other-forms-misconduct-december-2018> ]; (2) the addition of Protection from Sexual Exploitation; Abuse and Harassment (PSEAH) Good Practice Guidelines (GPGs) [refer to BOD/2021/05-02 <https://www.globalpartnership.org/content/decision-protection-sexual-exploitation-abuse-and-harassment-may-2021>  and PSEAH policy <https://www.globalpartnership.org/content/policy-protection-sexual-exploitation-abuse-and-harassment-may-2025> ]; and (3) discontinuation of grant level assessments for international not-for-profit organizations [refer to BOD/2023/12-05 <https://www.globalpartnership.org/content/decisions-board-meeting-december-2023> ]
