ľ¹ÏÓ°Ôº Group (WBG) in collaboration with participating Small Island Developing States (SIDS) and International Solar Alliance (ISA)The energy systems of Small Island Developing States (SIDS) grapple with unique challenges affecting the security; affordability; and sustainability goals for driving economic activities. High exposure to volatile fuel import costs; elevated climate vulnerabilities; and fragmented isolated small-scale electricity systems are commonly studied and examined. Accelerating renewable energy (RE) deployment is therefore critical to enhancing energy security; easing fiscal pressures from fossil fuel dependence; and advancing climate and development objectives.Despite the imperative; private sector engagement in SIDS energy markets remains limited due to lack of economies of scale and standardisation; modest transaction experience; and uneven institutional capacity. ľ¹ÏÓ°Ôº¡¯s RESPITE (Regional Emergency Solar Power Intervention Project)¡ªinvolving Chad; Liberia; Sierra Leone; and Togo¡ªdemonstrates how regional; standardized procurement and coordinated institutional frameworks can effectively mobilize grid-connected renewable energy; expand system capacity; and strengthen regional integration.Equally; the Maldives¡¯ ASPIRE program has shown how transparent; competitive procurement can unlock private investment at record-low tariffs (as low as US$0.0982/kWh); yielding significant fiscal savings and providing a replicable model for island settings. Learning from these experiences; the SIDS Platform is envisioned as a transformative ecosystem combining digital marketplaces; standardized procurement; and blended finance to accelerate RE deployment across SIDS.Drawing on these lessons; the World Bank Group; in collaboration with ISA and SIDS governments; will engage a consultant to: 1.Co-develop and implement a structured project pipeline assessment to benchmark institutional capacity; regulatory frameworks and incentives; grid capacity and flexibility for RE integration; bankability and efficiency of power procurement systems for scalable RE deployment; while simultaneously collecting and analysing details of project pipeline status; permitting procedures across participating SIDS.2.Prepare standardized; modular; and bankable bidding and contracting documents that enable joint procurement across participating SIDS.3.Design a fit-for-purpose governance framework comprising a multi-stakeholder SIDS Steering and Expert Committee; which will provide project review; endorsement; technical appraisal; and ongoing oversight.
