Access to affordable; secure; and climate-resilient housing remains a significant challenge in Vanuatu; particularly for low- and middle-income earners. The country¡¯s vulnerability to climate change and natural disasters; combined with rapid urbanization and limited land availability; has exacerbated housing shortages and increased the need for innovative solutions.In response; the Government of Vanuatu (GoV) has engaged the International Finance Corporation (IFC) as the lead transaction advisor for the Vanuatu Climate Resilient Affordable Housing PPP Project. This project aims to increase the supply of affordable housing that is resilient to climate risks and other natural disasters; while leveraging private sector investment and expertise. The project is aligned with national development priorities; including the Vanuatu 2030: The People¡¯s Plan; and supports the government¡¯s commitment to sustainable urban development and improved living standards.A critical component of the project is the development of new housing on land that is appropriately zoned and registered for residential use. The Bukura site has been identified as a priority location for this pilot development. However; the current land lease for the Bukura site is designated for agricultural purposes; which restricts its use for housing. To enable the planned development; it is necessary to convert the land lease from agricultural to residential landuse and ensure that all legal and regulatory requirements for land registration are met.IFC seeks the services of a qualified consultant to support the government in undertaking the land lease conversion and registration process. This will ensure that the Bukura site is legally prepared for the construction of climate-resilient affordable housing; in compliance with Vanuatu¡¯s land administration framework and in consultation with all relevant stakeholders; including customary landowners.
