The Government of Albania (GoA) is currently taking pro-active steps toward EU accession by putting efforts in almost all opened negotiation chapters including those related to logistics and transport operations by aligning national practices with international standards and the European Union¡¯s regulatory framework. The project will assist the Ministry of Infrastructure and Energy of Albania (further referred to as the Ministry) with the development and promotion of legal and regulatory changes that align the country¡¯s road transport framework with EU requirements. More specifically; the project support under this assignment will entail work on transposing five EU legal acts related to road transport into Albania¡¯s legislation framework; and include the following activities: (i) conduct a comprehensive review of national legislation in the areas covered by the selected EU legal acts in order to identify the existing legal gaps; (ii) undertake the legal drafting of relevant pieces of national legislation in view of transposing the selected EU acts; and (iii) provide technical support and presentations for stakeholder consultation workshops in collaboration with the Ministry. The GoA timeline for completing the legal process and initiating formal adoption of the new legislation is set for the end of Q3 2026.
