This deliverable will present a comprehensive summary of all technical; institutional; and regulatory analyses to support Albania¡¯s integration of variable renewable energy (VRE). It will begin by outlining the Consultant¡¯s understanding of the assignment; including the proposed methodology; work plan; modeling tools (such as ANTARES; PSSE; and GIS); data sources; and institutional coordination mechanisms with key counterparts such as MIE; OST; and ERE. It will identify high-potential zones for VRE development using a MapRE-based multi-criteria analysis that incorporates geospatial data; infrastructure; and proximity to demand centers. It will develop least-cost generation expansion scenarios for 2030; 2040; and 2050; considering demand growth; system constraints; and climate resilience; with outputs designed to inform RE auction pipelines and regional interconnection opportunities. The deliverable will evaluate the flexibility and dispatchability of the power system under increasing VRE penetration; using PSSE-based simulations to assess ramping needs; reserve margins; and transmission bottlenecks. It will propose priority transmission investments to integrate VRE zones and reduce congestion and losses; supported by cost-benefit analysis. It will further assess system stability under high-VRE scenarios; including dynamic performance; frequency control; voltage regulation; and inertia; and will recommend mitigation measures such as fast frequency response and storage solutions. The study will also provide a sound analysis focused on Albania¡¯s grid digitalization and system resilience for real time management. It will assess the current level of digital infrastructure; including SCADA systems; wide area monitoring; smart grid solutions; and communication technologies; identifying priority investments needed to enable real-time control; automation; and accurate forecasting. The digitalization roadmap will outline steps to support flexible grid operation and facilitate VRE integration and market liberalization.. It will evaluate Albania¡¯s current readiness to manage grid contingencies and propose targeted improvements. This analyse will strengthen grid reliability; resilience; and operational flexibility to support the energy transition.A defense and restoration strategy will be proposed to enhance system resilience under high VRE penetration; outlining black start procedures; islanding schemes; and restoration sequences in line with ENTSO-E requirements. The regulatory and institutional review will offer actionable recommendations to enable flexible operations; promote prosumer participation; support energy storage; A stakeholder workshop will be convened to present interim results; gather feedback; and build consensus around key findings. The final version of the deliverable will consolidate all inputs; provide a clear roadmap for scaling renewable energy; and include executive summaries with actions plan; technical annexes; and presentation materials for discussion with the Government of Albania and development partners.
