A.     Project Background and Objectives ľ¹ÏÓ°Ôº is providing operational; analytical and technical advisory support to the  Government of Cambodia through the Health Equity and Quality Improvement Project (HEQIP II) and Cambodia Health Sector Programmatic Advisory Services and Analytics II  <https://operationsportal.worldbank.org/secure/P179080/home>  (PASA). While HEQIP II is an investment operation; the PASA aims to provide technical assistance to the operation and the Government to help navigate the complex transitions required to build a more effective and efficient health system. The PASA is structured into four pillars: 1.Strengthening Health Service Delivery2.Improving Financial Protection; Equity and Sustainable Financing for UHC3.Building Resilient and Responsive Health Systems4.Just in Time Technical Assistance and PASA Summary Reports Pillar 1 focuses specifically on various aspects of health care quality improvement; an area which this consultancy will exclusively support.  Cambodia¡¯s healthcare system faces significant gaps in infection prevention and control (IPC) practice implementation; as identified by NQEMT2 assessments; WHO Joint External Evaluation (JEE); and the World Bank team¡¯s recent field visits. These gaps stem from deficiencies in foundational elements such as training of IPC professionals; lack of structured refresher programs; and weak documentation standards. To address these challenges; during the mid-term review; the Ministry of Health (MoH) and the World Bank agreed to work to strengthen these foundational IPC elements through the development of structured training programs; development of key documentation / standards; and introduction of antibiograms to guide antibiotic prescribing practices in care settings. Hence; the objective of this consultancy is to assist the World Bank to provide technical assistance to MoH in sustainably enhancing the current state of IPC practices through various scalable targeted activities. This contract seeks to engage an experienced institution to support the World Bank in this effort.  B.       SCOPE OF WORKThe consulting firm will support the following activities; which will be conducted in close collaboration with designated MoH departments and provincial health authorities; who will co-lead planning; review; and implementation to ensure alignment with national priorities and ownership of training program.In addition; the firm is expected to partner with a qualified local Cambodian institution (e.g.; academic or professional training body; or a health quality improvement NGO as designated by the MoH) for contextual adaptation of tools; co-facilitation of trainings; and integration into local system. *         Workforce Development: Based on best global practices and current evidence; design a model IPC training program (incorporating both online and on-site components) with participation from the national IPC experts; tailored to the needs of provincial multi-specialty hospital IPC Focal Points (IPCFPs). Provide capacity building and technical assistance to the MoH in adapting the program design and training materials to Cambodia¡¯s context; and support implementation at the provincial referral hospital level. Training of Trainers will be provided to National IPC experts in the first cohort and will engage them through co-facilitation of training in next few cohorts; with expectation that National IPC expert will carry out the training independently afterward and  integrate it into local systems. It is expected that several national IPC experts; as designated by the MoH; as well as IPC focal points from all provincial referral hospitals; will participate in the newly designed and contextually adapted IPC training.*         Online Refresher Training: Based on best global practices and the current evidence; develop a structured; accessible online training program for frontline care providers in multi-specialty hospitals; ensuring continuous professional development and compliance with IPC standards. Support the MoH in adapting the program to Cambodia¡¯s context and implementing it at the provincial referral hospital level. It is expected that all care providers in all provincial referral hospitals will undergo the newly developed refresher IPC training as part of the national IPC guideline.*         Documentation: Based on best global practices and the current evidence; develop model Terms of Reference (ToRs); Standard Operating Procedures (SOPs); and compliance checklists for IPC staff and care providers.
