The primary objective of this assignment is engaging experienced experts to support the World Bank and the Government of the Philippines; (DOST as National Disaster Risk Reduction and Management Council (NDRRMC) Vice Chair for Disaster Prevention and Mitigation and OCD as the implementing arm of the NDRRMC); in running a national diagnostic and identifying and prioritizing investment and institutional capacity needs to strengthen the warning dissemination and preparedness to respond capacities (components c and d) of its national MHEWS.Specific objectives include:? Conduct a comprehensive assessment of the current capacities; gaps; and needs of the existing MHEWS; with a specific focus on risk analysis; warning dissemination and communication; and preparedness to respond capability.? Provide actionable recommendations for operational and strategic improvements; ensuring the efficient; timely; and equitable dissemination of warnings; particularly to remote and vulnerable populations; and promoting the effective use of early warning information for appropriate and calibrated actions.? Develop a 5-year strategic investment plan that details the required upgrades in infrastructure; technology; human resources capability building; and institutional processes to create a more robust; efficient; and people-centered MHEWS.
