The consulting firm will undertake two key components at the Bokgoni mine site in Mpumalanga; South Africa; covering approximately 1;000 hectares allocated to the Mpumalanga Department of Agriculture; Rural Development; Land and Environmental Affairs (DARDLEA).The first component; Environmental Analysis; involves a comprehensive desk review of all relevant environmental and rehabilitation documentation produced by Thungela Mines; including Biodiversity Management Plans; flora and fauna assessments; wetland and hydrological evaluations; rehabilitation monitoring reports; and environmental compliance studies. The consultant will provide an up-to-date assessment of rehabilitation progress; identify outstanding remediation and mitigation requirements essential for ensuring ecological safety and land readiness; and offer technical guidance aligned with best practices and regulatory frameworks. The analysis will also include clear recommendations on procedural and regulatory steps for securing land release or transfer from Thungela and government authorities such as the Land Board and the Department of Mineral and Petroleum Resources (DMPR).The second component; Pre-Feasibility Study; will focus on approximately 500 hectares within the allocated land. It will evaluate the technical; environmental; social; and economic viability of multiple nature-based development options aligned with DARDLEA¡¯s strategic objectives. The study will develop detailed schematic designs for three primary options: a Botanical Garden inspired by SANBI-managed gardens appropriate to the regional climate; a Protected Conservation Area modeled after comparable Mpumalanga reserves emphasizing habitat restoration and biodiversity conservation; and an Ecotourism Site based on successful rehabilitated mine models such as South Korea¡¯s Mureung Byeolyucheonji.The firm will perform rigorous quantitative assessments of biodiversity expansion potential; job creation forecasts; income generation possibilities; and detailed investment cost estimates; including capital and operational expenditures. A thorough risk and opportunity analysis covering environmental; social; financial; and operational aspects will be conducted; alongside practical recommendations for implementation addressing institutional; operational; and regulatory considerations.Stakeholder engagement is critical throughout the assignment; with workshops and consultations planned to validate findings and build consensus among DARDLEA; Thungela; DMPR; local communities; and other partners.The deliverables will provide DARDLEA and stakeholders with evidence-based; prioritized recommendations and a clear implementation roadmap to facilitate the sustainable repurposing of the Bokgoni mine site into nature-based developments that promote biodiversity conservation; community benefits; and economic growth.
