Hawa Cissé Wagué is the World Bank Operations Manager for Mali, Burkina Faso, Chad and Niger since July 1st, 2025. She previously served as Country Manager for Burundi for the last three years and as Resident Representative for Togo from July 2018 to June 2022.
Mrs Wagué, a Mauritanian and Canadian national, joined the World Bank in 2002 in Mauritania as an economist in the Poverty Reduction and Economic Management unit. Subsequently, she held various positions within the World Bank, including Senior Country Economist for Nigeria and Senior Economist in the Credit Risk Department. She also worked as Senior Analyst within the Fund Management Department of Bank of Canada in Ottawa.
She has extensive experience in credit risk and macroeconomic, fiscal, and financial issues, in both developing and developed countries. She led and contributed to analytical work, strategy formulation and lending operations to advance economic and structural reforms in various countries. She also represented the World Bank Group at the Paris Club on sovereign debt issues.
She holds a Master (DESS) in Economic Policy Management from Université Felix Houphouet Boigny d’Abidjan in Côte d’Ivoire and an MBA from Université de Sherbrooke in Canada.
