Chang Liu is Counsel (Sanctions) in the World Bank Group’s Office of Suspension and Debarment (OSD), where he supports the Chief Suspension and Debarment Officer in reviewing sanctions cases and determining whether companies or individuals should be suspended or debarred from eligibility for World Bank-financed contracts. His work focuses on ensuring the integrity of Bank operations by addressing fraud, corruption, and other forms of misconduct in development projects. Before joining the World Bank, Chang practiced at two leading international law firms and clerked at the U.S. District Court for the Southern District of New York. In private practice, he advised clients on white-collar defense, internal investigations, regulatory compliance, and complex cross-border commercial disputes.

Chang speaks frequently on the World Bank’s Sanctions System and broader topics of integrity, compliance, and international dispute resolution at universities, professional associations, and international conferences. A native of China, Chang earned a B.S., with honors, in Economics and Urban Studies from Trinity College (Connecticut), and a J.D., cum laude, from Harvard Law School, where he was Executive Editor of the Harvard International Law Journal. Chang is admitted to the practice of law in New York and the District of Columbia.
